Use auth-source in tramp-parse-netrc

* lisp/auth-source.el (auth-source-netrc-parse-all): Autoload.

* lisp/net/tramp.el (tramp-parse-netrc): Don't use netrc-parse,
because it's going to be made obsolete (bug#56976).
